I was reading about different ways to plant plumerias, and I'm wondering, can you keep a plumeria in a pot forever, or do you eventually plant it in the ground?

I was at Home Depot today and they have some Plumeria trees that look to be about 5 to 6 feet tall. They have leaves, but no flowers. I'm assuming since they are that big, I would need to plant them ...
