Its hard to beat an oleander for easy of care and color. They need almost no water, have no problems with the heat, and flower like crazy. Yes, they are poisonous, but I have never had any bad experiences with them or heard of any first hand bad experiences from friends either.
I grew this one from a cutting years ago. I saw a really nice oleander outside of a video store and took some small branches and rooted them in water. The flowers range from crimson to purple depending on the weather, and sometimes the flowers even have a white stripe in them. No scent to these flowers though.
I have even seen some oleanders that have a sweet smell to their flowers. The Lowe's on Higley and Southern in Mesa, has some really nice white oleander trees in a planter in front of the store that have a nice scent.
