I'm trying to grow a loquat tree in a large pot (approx. 2.5' x 3.5'). Will this work? I've heard that a potted loquat tree will not produce fruit. Is this true?

Yes, I haven't tried it, but I have heard and read that loquats do well in large containers. Below is a reference from the rare fruit growers that also verifies this. I have even seen loquats fruiting in the small pots that they are sold in.

I think you would need to water a loquat in a container more frequently than in the ground because it would probably dry out faster. Also, you might want to move it to a shady spot in summer.

Not true. I have loquats in containers that just got done fruiting.
