I have contacted APHIS's Michael D. Wallace concerning the movement of citrus scions within Maricopa County.
Here was my question:
"Can I move citrus scions within my county? I live in Maricopa County in Arizona (Phoenix, AZ), but this county is not quarantined for HLB, only sweet orange scab and would like to give some scions to a friend downtown".
Response:
"This is an excellent question and we appreciate you investigating these types of actions which have the potential to move pests unknowingly.
At this time, movement of scions within Maricopa County are non-regulated.
Please let me know if you have additional questions.
